At the question-and-answer session with Permanent Deputy Prime Minister Nguyễn Hòa Bình, deputies raised many urgent issues such as environmental pollution, personnel arrangement in the implementation of the two-tier local government model, and solutions to respond to the United States’ tax policies, among others.
Notably, delegate Trần Văn Tiến (Vĩnh Phúc) questioned that in recent years, the settlement of complaints and denunciations has seen positive progress; however, in reality, there remain many complex cases lasting for many years without resolution, especially those related to land and site clearance, causing public dissatisfaction and mass petitions.
In addition, in some localities there are signs of avoidance, shifting responsibility, and failure to engage in dialogue with citizens.
Mr. Tiến requested the Deputy Prime Minister to provide information on key solutions to completely resolve prolonged complaint cases, ensure the lawful rights and interests of citizens, and maintain social stability.
Responding later, Permanent Deputy Prime Minister Nguyễn Hòa Bình stated that “this is a hot issue.” Not long ago, Party General Secretary Tô Lâm worked with the Government and the Government Inspectorate on this matter.
According to reports, there are currently 226 prolonged and cross-level complaint cases. General Secretary Tô Lâm has requested that all of these cases be resolved before June 30. The Government has established working delegations led by Government leaders and the Government Inspectorate to work directly with localities to address these cases.
Many localities have performed well in this regard. For example, Nam Định and Hanoi have proactively reviewed cases, engaged in dialogue with citizens, and resolved issues in accordance with the law, thereby achieving public consensus. Citizens have agreed with these settlement approaches.
The remaining localities are required, under the directive, to complete resolution of all cases by June 30.
“We have already visited more than 20 localities one by one. Many of the over 200 cases have been largely resolved, and we are continuing efforts to fully address the remaining cases,” Mr. Bình said, emphasizing that the guiding principle is to protect the legitimate rights and interests of citizens while ensuring compliance with the law and maintaining state discipline and order.
