Ensuring uninterrupted administrative procedures during the implementation of the two-tier local government model

Publicly disclose the address of headquarters and the list of administrative procedures (APs) that are received and returned at provincial-level Public Administrative Service Centers and commune-level Public Administrative Service Centers before June 25, 2025.

Implementing the conclusions of the Politburo, the Secretariat, General Secretary Tô Lâm, resolutions of the National Assembly, the National Assembly Standing Committee, and the Government as well as the Prime Minister, ministries and ministerial-level agencies have focused on completing and submitting to the Government 28 resolutions on decentralization, delegation of authority, and delineation of powers in the implementation of the two-tier local government model. In these resolutions, the authority for resolving 346 administrative procedures has been reallocated: 18 procedures previously under district-level jurisdiction are transferred to the provincial level, 278 procedures are transferred to the commune level, and 50 procedures are abolished. In addition, 556 procedures have been decentralized from the central level to local authorities, including: 163 procedures in the agriculture and environment sector; 119 procedures in the industry and trade sector; 59 procedures in the health sector; 37 procedures in the construction sector, and others.

At the same time, the Government issued Decree No. 118/2025/ND-CP dated June 9, 2025 on the implementation of administrative procedures under the one-stop-shop and interlinked one-stop-shop mechanism at ministerial-level one-stop-shop units, provincial and commune Public Administrative Service Centers, and the National Public Service Portal. This decree replaces Decree No. 61/2018/ND-CP and serves as the legal basis for implementing administrative procedures regardless of administrative boundaries within a province; it terminates district-level one-stop-shop units, while focusing on modernizing and professionalizing provincial and commune Public Administrative Service Centers; and develops the National Public Service Portal into a unified national one-stop public service portal serving citizens and businesses.

In order to further promote achieved results and ensure smooth, efficient, and uninterrupted administrative procedure processing during the reorganization of administrative units and the implementation of the two-tier local government model, the Prime Minister requests Ministers, heads of ministerial-level agencies, and Chairpersons of People’s Committees of provinces and centrally run cities to continue implementing tasks and solutions assigned under Government Resolution No. 66/NQ-CP dated March 26, 2025, Official Telegram No. 56/CĐ-TTg dated May 4, 2025, Official Telegram No. 69/CĐ-TTg dated May 22, 2025, and Official Document No. 219/TTg-KSTT dated February 27, 2025 of the Prime Minister, and to focus on implementing a number of specific tasks as follows:

I. ON THE PUBLICATION AND DISCLOSURE OF ADMINISTRATIVE PROCEDURES

1. Ministers and heads of ministerial-level agencies shall urgently direct the completion of the publication, disclosure, and updating on the National Database on Administrative Procedures of all administrative procedures that have been decentralized, delegated, or have had their competence redefined under 28 Government Decrees before June 20, 2025; issue guiding Circulars (if any) and publish and disclose administrative procedures stipulated in such Circulars before June 25, 2025, serving as a basis for local authorities to announce and implement administrative procedures applicable within provinces and centrally governed cities.

2. Chairpersons of People’s Committees of provinces and centrally governed cities shall be responsible for:

a) Publishing the list of administrative procedures applicable within their provinces and cities and updating and disclosing them on the National Database on Administrative Procedures immediately after ministries and ministerial-level agencies publish such procedures; adjusting internal processes, electronic processes, and online public services to ensure smooth, efficient, and uninterrupted implementation of administrative procedures and public service delivery from July 1, 2025.

b) Publicly disclosing the headquarters addresses and the list of administrative procedures received and processed at provincial Public Administrative Service Centers and commune-level Public Administrative Service Centers before June 25, 2025, to facilitate access and implementation of administrative procedures by individuals and organizations.

c) Establishing and publicly announcing hotline numbers of provincial Public Administrative Service Centers and commune-level People’s Committees before June 25, 2025, to support, guide, and respond within their authority to feedback and recommendations from individuals and organizations regarding administrative procedures and public service delivery during the reorganization of administrative units and the implementation of the two-tier local government model, ensuring 24/7 continuous operation.

II. ON THE RECEIPT AND SETTLEMENT OF ADMINISTRATIVE PROCEDURES

1. Chairpersons of People’s Committees of provinces and centrally governed cities shall be responsible for:

a) Organizing the receipt and settlement of administrative procedures within provinces and centrally governed cities in accordance with Clause 4 and Clause 5, Article 4; Clause 2, Article 5; and Clauses 1 and 2, Article 10 of National Assembly Resolution No. 190/2025/QH15 dated February 19, 2025; the direction of the Prime Minister in Official Document No. 219/TTg-KSTT dated February 27, 2025; and Government Decree No. 118/2025/ND-CP.

b) Reviewing and consolidating provincial and commune-level Public Administrative Service Centers in terms of personnel, infrastructure, facilities, equipment, and working regulations; in which attention shall be paid to the use and inheritance of facilities, equipment, and infrastructure from existing provincial Public Administrative Service Centers and district/commune-level reception and result-return units prior to administrative reorganization, ensuring maximum convenience, continuity, and no disruption in administrative procedure handling for citizens and enterprises upon termination of district-level government and implementation of the two-tier local government model.

c) Issuing a list of administrative procedures to be implemented without regard to administrative boundaries within the province according to a defined roadmap, ensuring 100% of administrative procedures are implemented without dependence on administrative boundaries within provinces by December 2025.

2. Ministers, heads of ministerial-level agencies, and Chairpersons of People’s Committees of provinces and centrally governed cities shall be responsible for:

a) Completing the integration and provision of 100% online public services on the National Public Service Portal before June 20, 2025; promptly addressing technical connectivity issues before June 25, 2025, and resolving shortcomings in the quality of online public services, ensuring substantive, efficient, and uninterrupted operation, to be completed before June 25, 2025.

b) Reviewing and restructuring online public services based on data reuse and electronic interconnection to reduce and simplify administrative procedures, promoting fully online, substantive, and efficient public services; not developing new online public services for administrative procedures with no applications for three consecutive years to avoid waste. Completing the compilation of administrative procedures with no applications for three consecutive years before July 20, 2025, as a basis for unified implementation, monitoring, and evaluation.

c) Ensuring that 100% of administrative procedures related to enterprises are implemented online in a seamless, continuous, efficient manner with maximum reduction of paperwork, to be completed with in 2025.

III. ON THE NATIONAL PUBLIC SERVICE PORTAL AND THE ADMINISTRATIVE PROCEDURE INFORMATION SYSTEM

1. Chairpersons of People’s Committees of provinces and centrally governed cities shall promptly upgrade and complete the provincial-level Administrative Procedure Information Systems, ensuring continuity of information and data inheritance, safety and security, and uninterrupted, smooth, and efficient receipt and settlement of administrative procedures from July 1, 2025.

2. Provinces and centrally governed cities subject to merger shall proactively assess, agree on, and select a unified provincial Administrative Procedure Information System for consolidation and upgrading to meet the requirements of implementing administrative procedures regardless of administrative boundaries within provinces; ensure connectivity, data sharing, and synchronization with the National Public Service Portal; and implement a roadmap to discontinue (shut down interfaces of) provincial Public Service Portals from July 1, 2025 in accordance with the instructions of General Secretary Tô Lâm and the leadership of the Central Steering Committee for Science, Technology, Innovation, and Digital Transformation.

3. Ministers and heads of ministerial-level agencies shall review and upgrade information systems and databases under their management that contain fields related to administrative units, such as: population, electronic civil status, taxation, state treasury, social insurance, judicial records, driving license issuance and exchange, enterprises, household businesses, etc.; update data categories, information, and guidance; and coordinate with local authorities in adjusting connections and upgrading Administrative Procedure Information Systems to ensure continuous, smooth, efficient operation without interruption, to be completed before June 25, 2025.

4. Minister of Finance:

a) Urgently complete the issuance and publication of the list of code numbers for administrative units of Vietnam in accordance with the plan for reorganizing administrative units and implementing the two-tier local government model before June 20, 2025.

b) Allocate additional budget to upgrade the infrastructure of the National Public Service Portal during the period when the migration to the National Data Center has not yet been completed, in order to handle the surge in access traffic when provincial Public Service Portal interfaces are closed from July 1, 2025.

5. Minister of Science and Technology shall upgrade the bandwidth of the Dedicated Data Transmission Network to ensure smooth connectivity, integration, and data sharing between the National Public Service Portal and the Administrative Procedure Information Systems at ministerial and provincial levels during the implementation of the centralized National Public Service Portal and the closure of ministerial and provincial service portal interfaces.

6. Minister and Chairman of the Government Office shall preside over and coordinate with the Minister of Public Security and relevant ministries, sectors, localities, agencies, and units to promptly upgrade system functions, update and adjust procedures, information, and data to meet the requirements of administrative unit reorganization and the two-tier local government model; deploy the National Public Service Portal as a national “single digital gateway”; ensure the portal infrastructure operates stably, smoothly, and effectively, especially during peak traffic periods when provincial Public Service Portal interfaces are closed from July 1, 2025 until completion of migration to the National Data Center.

7. Chairpersons and General Directors of information technology corporations and enterprises, including: Vietnam Posts and Telecommunications Group (VNPT), Military Industry and Telecoms Group (Viettel), MobiFone Telecommunications Corporation, FPT Corporation, and others that have implemented public service portals and administrative procedure information systems at ministerial and provincial levels, shall support upgrading, configuring, and adjusting information systems and databases, ensuring stable, continuous, 24/7, smooth and efficient operation, to be completed before June 25, 2025, in order to timely serve citizens and enterprises without disruption in administrative procedures and public service delivery during administrative unit reorganization and the implementation of the two-tier local government model from July 1, 2025.

IV. IMPLEMENTATION ORGANIZATION

1. Ministers of ministries, heads of ministerial-level agencies, and Chairpersons of People’s Committees of provinces and centrally governed cities shall be held responsible before the Government and the Prime Minister for the implementation of administrative procedures and online public service delivery, ensuring substance, effectiveness, continuity, and non-interruption during the reorganization of administrative units, the implementation of the two-tier local government model, and the development of the National Public Service Portal as a unified national one-stop public service portal serving citizens and businesses.

2. The Minister and Chairman of the Government Office shall monitor and urge the implementation of the above tasks in accordance with assigned functions and duties; promptly synthesize and report to the Prime Minister on issues beyond their authority.

This is a highly important and urgent task that requires prompt and focused implementation. The Prime Minister requests Ministers, heads of ministerial-level agencies, Secretaries of Provincial and Municipal Party Committees, and Chairpersons of People’s Committees of provinces and centrally governed cities to devote time and attention to leading and directing subordinate agencies and units to complete the above tasks, ensuring that administrative procedures, public services, and related services for citizens and businesses are handled smoothly, efficiently, and without interruption during the reorganization of administrative units and the implementation of the two-tier local government model.
